PHMSA Accepts NTTC Intrastate Petition

NTTC was pleased that the Pipeline Hazardous Materials Safety Administration (PHMSA) has accepted our Petition for Rulemaking to require intrastate hazardous materials transporters to first obtain a U. S. Department of Transportation number from the Federal Motor Carrier Safety Administration (FMCSA) prior to receiving an HM Registration number from PHMSA. We believe that this requirement would improve safety by adding data from HM carriers in 19 states that have not adopted the Federal Motor Carrier Safety Regulations. It is important to the data quality of the Comprehensive Safety Accountability (CSA) program that information from all states is included in their data bases used for “peer comparisons.” A copy of our petition is available here to members.
